I don't find that cloud unusual. One way is for it to start as a jet contrail...with the right temperature and humidity at that level, they just grow into clouds. Or, there can be a rolling motion in the air....a wave motion, and clouds form at the top of the roll. This could occur downwind of a ridge, for example, or without topography. I vote for jet contrail...
