A tornado starts out as a long thin horizontal cloud rotating about its' long axis. This happend when wind at different altitudes ar blowing in opposite directions. It's like working clay between your palms to form a cylinder.

The trouble starts when one end dips toward the earth to form the vertical whirlwind.

I've seen it happen.
