Boy that's a lot of subjects for 1 post ! OK - El Nino/La Nina - has nothing to do with earthquakes or volcanos - it has to do with ocean currents and winds and water clarity. So there is no effect on El Nino/La Nina by any volcanos or quakes - there is also no increased activity in quakes in the south pacific. I don't know that there's any relation between western washington and the other areas you mentioned - the western washington ocean quakes are most likely related to some volcanic vents in that area - A significant volcano off the coast ? Depends on what you mean by significant - it is a spreading center - there are volcanic vents under the ocean there. Do you mean the cascadia volcanos or the spreading centers under the ocean ? - there's nothing along the shore.
