Hi Roger,

Between you me and the fence post I think sometimes the word "politics" is used when "protocol" would be more appropriate. We have a system by which those who must, have to go to our legislators and request funding for science projects. After that, I think it is more a matter of protocol as to how things are done. Not every system that is in place in any given matter is necessarily the most advantageous system, but they are there and others must follow within this system to accomplish what is needed or expected. These "systems" can be changed, but usually it is most difficult, though not impossible.
