Petra-I think I disagree: for a warning to be a good idea the magnitude has to be large (probably a 6), and the confidence has to be reasonably high: or else the public will not recognize when they really out to watch out (or the emergency personel to put the trucks outside, or to get off that overpass at route 5 and 14 (?)).
