It could be that part of the pacific plate is trying to split at the Garlock fault and subduct beneath itself, in order to overcome the pressure of the the locked area in the Tejon Pass region due to the bend.

No - its pretty tough to subduct continental crust under continental crust - take a look at India and the Himalayas - it just builds up...
