+ IMO, No geo-scientist could have solved this problem ever. The fundamental problem is the lack of knowledge base required to put them in such a position. So even with good intentions a knowledge gap in other areas of science would preclude this from happening.

+ IMO, as mentioned the answer will emerge from an open-minded but critical thinking multi-disiplined scientist with detailed knowledge across many areas of science. In addition this scientist will have taken almost nothing for granted without having traced the origins and confirmed it or shown it to be false. Also this scientist would have had internet access and a ruhtless ability to plow high speed through mountains of papers, theories, and other evidence about and not only in the area of earthquakes but in Any new developments across science. This individual would also have to have a walking encyclopedia type mind that could retain boatloads of seemingly useless facts distributed across many areas of science. In addition, this person would have had the critical thinking necessary to disect a problem into pieces and parts and ask "what if questions" and considering outcomes not bounded by "accepted science".... Also, the necessary diligent follow-up as a result of this type of analysis would be required to advance the state of knowledge to a solution space....

One final point is that this person would have to work without being funded since no USGS/NSF source would consider any large stake in this area since "it can't be done".... What this does is effectively delay the arrival of the solution and reduces likelihood of delivery on the event of a Mack truck taking said individual out before any broadcast of the solution could be made. Though a partnering arrangement or other method could probably be done to reduce such a risk.

I could go on...but I don't want to put you to sleep.

There is an individual who possesses some of the traits above and he seems to have acquired part of the key(s) to unlocking the secret...since his methods have been discerned....

There just might be another individual with all the required qualities out there...only time will tell....
