Already developed. It's called "school".

The main scenario I'm thinking of is something like this:

Prediction:
Magnitude: 4-6
Location: Within 300km of LA (assume city hall)
Date: Jan 1, 2013 - Jan 7, 2013 - inclusive, local pacific time

Sufficiently precise, yes?

Which of these quakes would you consider a hit? (yes, no, maybe)

4.3, 125km, Jan 4th, 8:07am
5.7, 312km, Jan 6th, 7:42pm
3.2, 228km, Jan 2nd, 2:47pm
4.8, 27km, Jan 8th, 1:43am
7.4, 184km, Jan 1st, 6:34pm
6.2, 87km, Jan 3rd, 3:45pm
