When it is cold and snowy like last year in heartland and northeast, I tend to say it is weather, not climate, and tell climate change denier types to "get a job". So, I have to be careful about the warmth all "winter" and the exceptional warmth of the last couple of weeks. The link shows that the west coast of USA is has been cooler than average for March so far. Yes, it is weather, with the jet stream way far north in Canada except on west coast. But, the longer this goes on, and the more extreme it is, the more I think it is more than just "weather". For example, we have been shattering record warm minimum temperatures, here in heartland city (Kansas City was day after day) and elsewhere. I recall that this is expected with high CO2.
