There are one such per year on average.

A year has 365.25*48 half hour windows so the odds on getting the right one are 1/17532.

Thus getting 2 in the same window is (1/17532)^2
which is 1/307,371,024

Since that's virtually impossible by chance alone, one must suspect something else is involved.

Alien intervention? Government weapons test? Triggering?
