Hi All,
Suppose that this had been a working earthquake warning system, would things be different? Eternal vigilance is the price of life in this case. It is always sad when something prevents a clear warning from being heeded, such as the hail mentioned. That in itself should have been a warning. By some peoples admition they were complacesent, as we all get sometimes. The answer most likely lies in a system of friends and family members checking on eachother. Perhaps a warning system tied to cell phones would help? Most people have them on while they are about. A tone or warning symbol might alert enough people to help warn others. Guess in this case we might be our fellow humanbeings keepers or watchers.
