The repository would ideally let you submit whatever data you wished. If it was an entire prediction then it would be stored in such a manner that a sort for compete predictions would identify that one and ignore partial predictions such as ones having a date, latitude, and longitude, but no magnitude.

As I said in another note, there are sites out there already that let you predict things and have a time stamp. This EarthWaves site does that or used to do that.
