NEIC divided the world up into 1 degree latitude bands and used longitude lines to create area outlines called Flynn-Engdahl regions. These are identified by name and also by a number.

You can get the details on the NEIC website. I wrote a TrueBasic version for some of my programs. But most predictors have a "close enough" philosophy and don't like to be pinned down.
