Chris,
Look no further than your question to us. I do not know the way in which your out reach program is to be implemented or the age group it is targeting. But it seems a good direction to show how scientists work and SHARE ideas. You might explore how science is asking questions and then COMMUNICATING the answers and new questions brought about by the first answers to their peers so as to begin a dialogue and gain knowledge from as many people as possible. Include the downside of science if it is controlled by selective funding for only those who are on the "right track" of whatever the popular direction of the day is!
You could point to the duel problem in China's quake of a country that has great scientist but a government that does not always listen to their warnings or findings.
You might also think about how to revive science in school especially elementary school. As a teacher who enjoyed science and teaching it, I was a lone voice in my school in trying to get the rest of the staff to realize science was not as hard as it seemed.
Hope there is an idea here you can use.
