ex CEO Shell Oil says need minimum 35 MPG

I assume that the former CEO of Shell oil knows something about oil supply, and certainly can know about climate change if he chooses to listen to scientists.
See the link: European Union cars should get minimum 35 mpg. I've been going the wrong direction: we've owned 3 cars in the last 21 years and the first got up to 40 mpg highway, the next 35, the latest 30...and much worse for short trips, expecially in winter.
The link has some nice logic.
