I think Roger's intention is to nail down the vague-ists of the world using FE. I'd have to agree with Lowell, if they are not precise enough to provide Lon/Lat, then they sure the heck are not going to learn a new system as arcane as FE and use that...... It's wishfull thinking, and in the end it would bring the vague-ists into reality, but I don't think it really has a chance of working.

Of course, my interpretations could be wrong .....
