I'd say Timothy was partly correct....and so was Michael...the geothermal plants are there because fault activity can allow higher heat flow and eventually hot water. But, it is basic seismo-tectonics that injecting fluid back in should be able to trigger quakes. And, I think they do indeed reinject the water...
