Newsgroups are somewhat unattractive for such an application because they normally have no restrictions on who gets to post messages. One result of that is endless arguments. This EarthWaves board is somewhat moderated and restricted. A bulletin board that I am planning to create would be far more restricted.

Newsgroups can be moderated. But doing that can represent a tremendous investment of time for someone or some group of people.
