Mike; There are a number of conditions that must be met. Predictions must not overlap in time or space, otherwise a quake might satisfy more than one. Predictions must not be sequentially identical, otherwise you have a window which never closes. Many tight predictions for large quakes are a problem because missing low probability predictions does little to the cumulative score while hitting one makes a BIG impression.
