Seems like Don said the USGS was looking for a 5 mag within 60 Km, but I don't remember anything about time windows. I think the geologic setting and information on the fault structure and creep rate is essential to any forecast.
Otherwise, what scientist will buy the hit rate? Here's another problem. "I had a dream last night that there will be a 6.2 earthquake in Borrego Springs in three days". It's plausible up front. But. The last 6+ earthquake in the Borrego Springs area was 1968. The predictor will probably not live to predict the next one! (Especially crucial because the Coyote Creek segment has a 150 year recurrance for ground rupture). Methusula around?
