Actually he's calling for the quake to occur tomorrow. He isn't post-dicting.

Also, it would seem that the editor of the newspaper should have been the one that was arrested since it was the newspaper that sensationalized it.

Don't forget also that another person on Jims board had predicted a quake using astrological means for the India/China border (really not that far away from the actual quake) that was a day short on the window and about M1.1 short on the magnitude.
