I think it's too much work. Another thing to consider is that the catalog may be correct and there weren't any that small. There's no way to tell incomplete catalog from no quakes of that size. Remember too that thresholds vary by location so your bigger circle might just hit a hot spot and give a false impression thereby. It's not an easy problem. Aftershocks are even worse!
