Don, This is a theory by Whiteside (I think I've got his name right - Petra knows) where these geomagnetic storms cause faults to slip more easily. According to Whiteside, electricity reduces the coefficient of friction thereby allowing a fault to slip more easily where a fault is a geocapacitor. He's shown two different locations where this happens more often then not. I agree with this theory as well, but only where the fault is close to breaking already and its the final trigger that broke the camels back. I haven't heard anything more on this study by Whiteside for several years now.
