Actually, I greatly understated my case. See page 91 of the following document (source: California Association of Realtors - link below).

The median sales price of a home in California has increased by at least a factor of 10 in the years since 1971. FEMA's grants have declined significantly in purchasing power over that period. So much for that 866% increase!!
