Barbara, I do agree with you. But let's face reality....

All I am saying is that for a lot of folks, they simply _can't_ afford it. All the want and desire in the world won't make the money just appear out of thin air. Surely you don't suggest that those who own a home but don't have quake insurance must give up their houses? Or that those who can't afford it cannot buy a house? Do you know what mandating quake insurance would do to the housing market? The bubble's skin is thin enough as it is.

And just because car insurance is required by law doesn't stop people from driving without it. Yes, to get a license you have to show proof of insurance. So you know what they do? They don't get a license either.
