The first seems to say the animal behavior is not a precursor to the majority of earthquakes, and the second statement is simply wrong. For example, an M7 in LA would not signal a hiatus in earthquake risk.

Apparently, the writers were a science class that used this children's book as a reference:

to figure out that animals sense earthquakes, according to their bibliography.
