I have not read the whole 110 page document. Not sure if I will. I don't speak 'legalese' very well.

However, doing a search on the word "prediction" only gave 3 instances, and "earthquake" gave 6 instances. In three places earthquake predictions are mentioned. Two of the cases were simply part of defining two different types of emergencies, and the third was in reference to something not "[Preventing] the California Earthquake Prediction Evaluation Council...from holding closed sessions".

My point, it is not immediately obvious anywhere in the document that predicting earthquakes in California without being a licensed geologist is illegal.

Someone is going to have to point out the specific relevant sections of the law.
