Tony,

Maybe this is a joint effort. I will add my two cents.
A. A Fault needs a certain about of stress.
B. It has to be of a given size to have a 6.0 or it won't happen anyway.
C. As it was explained to me by Leon Knopoff, when asperities in a fault finally break it lets go and then you have A & B above and you either get a 3.0 or a 7.0 based upon the makeup of the fault.
D. It's snap, crackle and pop in seconds.
