Fraud involves selling something you know is invalid. "snake oil" is fraud.

I can think of two ways to cheat on predictions;

1) Wait for a large quake, then predict smaller ones in the same general area.

2) Wait for a prediction from someone you know can do well, then make a similar prediction yourself.
