I'll say the same thing as John in different words: this is not the motion across the fault...it is not relative to a nearby point on the other side of that fault. The reference is stable North America..meaning...east of Utah, or Arizona (actually, is probably the whole plate away from deforming parts). So, you are seeing the motion of the Rogers Creek fault plus every other fault to its east, plus a smaller effect from locked faults to the west....
