This is Petra's idea, but since I have jumped on board, perhaps I could address your concerns. If Petra disagrees, I invite her to correct me.

If it were blind, it would defeat its purpose, which is to sent out warnings to participating members that odd things are going on which may be earthquake related.

As far as noting oil seeping out of San Cayetano fault (as it apparently always does), we would need some scientists on board to respond to such accounts.

I agree that this site (or an offshoot of it if Canie doesn't object) would be the perfect location for such a repository. Acutally an offshoot where ONLY people who spot earthquake precursors can post, would be better than posting potential precursors on Earthwaves, which deals with prediction, theories, and sometimes chit chat

I think all known possible earthquake precursors should be listed on the site so people know what to look for. A shingle falling of someone's roof may not mean that an earthquake is coming, but simply that one needs to get his/her roof repaired.
