Chris,

Let's say you have a brother who lives in Azusa, California and there is a respository in Southern, CA. Since there is no such thing as accurate earthquake prediction, your brother is hopeful that this new repository might be of benefit to him, his family, friends, neighbors and co-workers. He likes everyone and surely wishes no harm to come to any of them.

The repository has been in operation for six months and up to now there weren't many reports, but within a few days they receive quite a number of reports which include the following:

There is oil seeping out of the San Gabriel mountains at the 500 foot level.
Three ranchers reported their water wells dropped ten feet in the past two days.
Two whales beached themselves at Redondo Beach.
Four days ago a guy who has some ULF equipment got a huge spike.
A person living in San Diego got a 4.5 second left ear tone which was hugely loud.
A psychic woman writes that she had a dream that the Capital Records Building in Hollywood swayed until it tilted on the left side and hovered over Hollywood Blvd.
The news reported hundreds of rats were running around on Santa Monica Blvd just at the base of the San Gabriels.
A friend your brother knows said some guys were backpacking a stayed overnight in a cabin in the mountains and they all reported being light headed and finally figured out the C02 emissions in the area were unusually high.
The local paper lost animal count was higher than it had ever been in recorded history.

It would be unlikely any of the above could be evaluated, but every one of these items are precursors to a large earthquake. If you knew about this preponderance of material would you tell your brother? Or ignore it?
