Most people really have better things to do besides sending notices to business/government or institutional agencies telling them their coy fish were swimming backwards.

The problem is that precursors to earthquakes haven't been reported, even though they've been noticed. Such as the oil coming out of the hills east of Northridge before the 1994 earthquake. So I suppose whomever is going to run the respository would put out a general "call to action" asking people to write or call in when they notice things in nature that are unusual, earthquake dreams or visions or what have you and maybe remind them 4 times a year in the press that this repository exists.

Most people in California has no idea the USGS in Pasadena collects reports from citizens about earthquakes, but maybe if they did they would collect more than the occasional one's they receive now.
