STATISTICAL ACCURACY / PROBABILITY ?

Can someone here comment on a predictions statistical accuracy or whether its a valid way to measure or determine a predictions accuracy?
In other words, does a prediction have to give a location to be accurate or can a quake occurring in a specific window along with a specific size be enough to measure accuracy?

What if a specific date is given for a prediction of a great or historic quake like this latest 9.0 in Indonesia was.

I believe a great quake is defined by the USGS as an earthquake having a magnitude of 8.0+ and I'm sure one of that magnitude falls within the definition of a quake being historic. They've also said these are rare seismic events that usually occur less than one per year and I don't see how not having given the location lessens the accuracy or relevance other than it not being useful in the traditional sense.

So given the rarity of such great and historic quakes, if one would occur on or within a window of 4 or so days of that given date, can that prediction be considered accurate or a hit?
