Yes i'm very familiar with work on " quiescence" and b-values and i believe it is more promising than anyother method in locating potential eartquake zones long time in advance (years) . The problem is the time factor, all we know untill now is the longer the quiescence-the bigger the main shock, BUT we dont know when exactly the quiscence will stop. We'll keep on trying !
