If we do look at the other listings for that event you pointed out, this is also listed:
2003/06/01 06:09:43.2 40.9N 47.5E 20 Ms4.6 M GSRC EASTERN CAUCASUS

And the GSR manually identified locations are much more exact than any of the other automatic that are listed.

Something you may not understand is that what you listed is NOT 3 separate quakes but one quake event as reported (incorrectly) by several different networks. I suggest reading the description of their page:
Each line corresponds to a data message provided by a seismological institute and associated to a single seismic event (see hyperlink to the raw file in the "Date" column). Messages that are a priori related to the same seismic event are automatically grouped together (horizontal lines separate the groups) on spatio-temporal criteria. An automatic relocation called MIX is computed for each group by mixing together all available data. A map in then drawn and can be found in the body on the MIX message. <.i>
