Don, when enough strain has accumulated in a fault zone that an earthquake is about to occur then one of two things can happen. Either it will occur in some random fashion. Or something will trigger it. What I am discussing are phenomena or forces which have the ability to push the fault zone over the top and cause the earthquake to occur at a specific time. The fact that large amounts of strain have to be present in the fault zone in the first place can be taken for granted.
