Don, I suspect you may have misinterpreted what I said. I agree that strain needs to be present before an earthquake can occur. The fault zone is like a balloon which has been filled with air to the breaking point. And the triggering force is like a sharp object that causes the balloon to break a little earlier than it might have if the object did not exist.
