Hi Shan, I myself have been suggesting things like that in Newsgroup notices, e-mail reports sent around the world, and Web site reports for at least the past 5 years. If you check the date at the bottom of the following Web page you can see that the original Web site display date was back in 1996.

And as can be seen at the following Web site, researchers in Japan are apparently monitoring catfish to see what their response is to approaching earthquakes.

As I have said in the past, I feel that the main problem here is the fact that forecasting earthquakes is simply not high on many priority lists. As a result, logical and important things like what you are proposing are not getting done or are getting done much too slowly.
