In cases where the quake is outside the predicted limit a multiplier is used.

The multiplier is 3 but if the mag. is > 3 the multiplier is int(mag) + 2.

So for mag <=3 the outer limit is 3*radius but a mag 4 gets *6 and a mag 9 gets *11

Could be better but good enough for now.
