Roger,
"Hit or miss" is better than weather forecasters can manage consistently, but viewers seldom complain.
For contest purposes whatever is agreed upon by contestants should be OK if evaluation doesn't take too long, but in real life a near miss on time or location could still be a useful prediction for a magnitude 5 or stronger earthquake. It leaves residents of the general area time to take fragile items off high shelves, review emergency supplies and instructions, and back up computer files.
Aren't we all still in training?
