EQF; That reminds me of a conversation I had with my boss early in my career. I said what was needed was a global network of seismograph stations all telemetering their data to a central station which could compute locations in real time. He smiled and said it was too expensive. Today we have it and it was indeed too expensive for the Dept of Commerce but not for the Dept of Defense.
