The Ms 6.4 in Vanuatu last night was the first Ms>6 since Sept 11 and 12 when earthquake of Ms 6.4 occurred in the Fiji Islands and in Irian Jaya. These two events coincided with a moderate geomagnetic storm on Sept. 11 and 12. The reference for the statement regarding the end of the seismic quiet is a PhD thesis published several years ago. I have been in touch with the author, but this person prefers not to publicize the results of the thesis until a scientific paper on the subject has been accepted and published in a peer reviewed magazine. Hence, the information will remain from an anonymous source for now. I should add, however, that I have read this thesis and find a good deal of strong statistical information linking the occurrence of major geomagnetic storms/flares/proton storms with changes in the seismicity of the earth. I hope the paper is published soon, so a real debate can begin on the subject. I should also add, that in the daily summaries I prepare, I often refer to ideas that come from outside sources. I have followed many of these correlations etc. for some number of years and only pass on information which I deem is reasonably accurate and beneficial. Because papers which go against the prevailing geophysical paradigms are extremely difficult to publish, many worthwhile concepts are simply not in the public domain at this time. I try to take some of those ideas and expand on them. But my basic role is as a data librarian. A librarian knows where the data is, and often what kind of data is most useful at a given time, but seldom actually contributes to the creation of the data and concepts. When my sources, with which I have a relationship of mutual (I hope) trust and admiration, publish their results or wish to be associated with these ideas, they will let me know and I will pass that information on. For now, let's be satisfied that some useful information is leaking through the wall of paradigms that maintain the status quo.
