Could it be a microsoft specific function? WebApp ?

I think what would work is that if there is a large quake (Lowell - how large is large?) then a map could be generated and then capture that image- preferably as a jpg or gif.

It could be sent to me and I'd put it in an earthwaves directory and post a message under Lowell's far-field forcast or it could be posted to a computer somewhere that has web access and then the URL put in the message.
