Your description of "earthquake clouds" is just fine. I hadn't quite heard it that way with the cotton candy before. But it works. The other part of it though is with the curled up edges. They're pretty high up as well.

My thoughts on that Fontana swarm is that it was caused by the Lavic Lake quake which caused things to loosen up a bit as that area seems to be pretty sensitive. As to any other future movement, your guess is as good as mine.
