Like others have said - the Victorville quake was a 'glitch' in the system - there were 2 stovepipe wells quakes today - one of which occured in about the same time frame as the Victorville one - this is not unusual at all to get quakes that are false when there are larger quakes a little further away. Computers sometimes have problems with these things.
