Another silly/dangerous proposal?

I just read this article in the news this morning (Link Below) - A proposal to tunnel through the San Gabriel mountains for a toll road!

It doesn't seem to take much thought from me to think its truly a dangerous prospect - its bad enough that we could lose our water supply through the aqueducts if a large quake hits, now they want to bury people too!
