The paper shows that most (but not all) major quakes are preceded by deviations in the traces of their instruments.

What is not shown is the total number of such deviations.

No conclusions can be formed from such a presentation. Maybe the deviations are so common ANY time would be covered, especially when a 28 day time window is used.
