EQF; Your peaks are a reflection of the number of past quakes in a given location and there have been relatively few in this area. The NEIC catalog shows about 1 mag 6+ every couple of years and only 2 mag 7+ since 1973. Big peaks simply mean more activity which means more hits but of less significance.
