The study of the perception of earthquake effects is called macroseismology. And the answer is, no, you can't feel a moderate (6.4) earthquake at this sort of distance. The surface waves would be so attenuated as to be detectable only with a seismometer. Great earthquakes are a different kettle of fish as they can be much richer in low-frequency wave energy, causing seiches at great distances. In Don's case, I think coincidence is the most likely explanation. Just as I don't believe that when Dennis's dog refused to go into the garage it was because there was an earthquake in Egypt that day.
